According to Samara Region law on “The regional budget for 2010 and for the schedule date of 2011 and 2012”, to Samara Region government decree as of June 20, 2008 # 252 “Measures on carrying out activities on state support of small and medium business subjects – producers of goods, works, services – technopark residents with the purpose of compensation costs on carrying out innovative activity and as of March 19, 2009 # 125 “Determination of expenditure obligations of Samara Region in the sphere of supporting small and medium business subjects – technopark residents”  Samara Region Ministry of Economic Development, Investments and Trade as an organizer of the contest on selection of small and medium businesses subjects – producers of goods, works, services – technopark residents for rendering subsidies by means of the regional budget with the purpose of compensation of costs on their innovative activity, informs about carrying out the open contest on rendering subsidies by means of the regional budget to juridical persons (except state (municipal) institutions), individual entrepreneurs – to small and medium businesses subjects – producers of goods, works, services – technopark residents (hereinafter – technopark residents) with the purpose of compensation costs on their innovative activity (hereinafter – subsidies). The contest will take place on July 27, 2010, at 3.00 p.m. in room 22, building 3B, 34A Moskovskoye Shosse St., Samara City.

Subsidies are rendered to the technopark residents on a competitive basis according to the subsidies rendering order by means of the regional budget to the small and medium businesses subjects – producers of goods, works, services – technopark residents with the purpose of compensating the costs on their innovative activity. The order was confirmed by the Samara Region government decree as of June 20, 2008 # 252 (hereinaftert – the Order) basing on the following criteria:

• The technopark residents’ innovative activity in Samara Region;
• The terms of the technopark residents’ activity don’t exceed five years from the moment of an agreement signing with the technopark project manager till the moment of participation in the contest for subsidies receiving;
• The technopark residents’ absence of overdue liabilities to the budgets of the Russian Federation budget system and to the state non-budget funds, and overdue salary liabilities as well;
• The residents’ technopark license giving the right to carry out their activity is available in case that such an activity is to be licensed according to the current law;
• There is no bankruptcy involved concerning the technopark residents, and (or) the technopark resident is not under reorganization or liquidation.

Subsidies are rendered with the purpose of compensating technopark residents’ costs on:

• Working out a business plan of the investment project;
• Working out and (or) producing developmental prototype (having high commercialization level) of production, item and (or) technology;
• Patenting and (or) certificating production;
• Paying credit interests that technopark residents (loaners) receive in credit organizations for their innovative activity;
• Preparing production of innovative output and (or) implementing innovative technology

Subsidies volume by means of the regional budget, provided for the above-mentioned purposes in 2010, is 9201.6 roubles.

Subsidies size, rendered to the technopark residents, cannot exceed:

• 100.000 roubles,  but not more than 50 % of the technopark residents’ costs on working out a business plan of the innovative project including scientific-technical and technical-economical basis;
• 1 million roubles, but not more than 50 % of the technopark residents’ costs on working out and (or) producing developmental prototype (having high commercialization level) of production, item and (or) technology;
• 500.000 roubles, but not more than 50 % of the technopark residents’ costs on patenting and (or) certificating production;
• The rate of refinancing of the Russian Federation Central Bank, being active on the date of credit rendering, on paying credit interests, received by the technopark residents’ (loaners) in credit organizations for their innovative activity;        
• 70 % of the technopark residents’ costs on preparing production of innovative output and (or) implementation of innovative technology.

Subsidies are rendered on condition that technopark residents continue the same activity on which subsidy is rendered, during 5 years.

Subsidy with the purpose of compensating costs on paying credit interests are rendered to a technopark resident (loaner) monthly on condition that a technopark resident (loaner) carries out his obligations on a credit contract signed by a technopark resident (loaner) with a credit organization, as for paying accrued interest and actual credit paying off.

You can hand in the documentation on the contest at the following address: 560, 210 Molodogvardeyskaya St., from 9 a.m. – to 6 p.m. (with one hour break 12.00 – 1.00 p.m.) during 30 calendar days since the day of publishing a notification about the competition.

The notification is published in newspaper “Volzhskaya Kommuna” # 206 as of June 11, 2010.

A technopark resident pretending to participate in the contest on selection of small and medium businesses subjects – producers of goods, works, services – technopark residents for rendering subsidies by means of the regional budget with the purpose of compensating costs on their innovative activity (hereinafter – pretender), presents the following documents to the Samara Region Ministry of Economy, Innovation and Trade:

a) application for getting subsidy in a free form, signed by a pretender, indicating the name of the contest, the area of activity, which subsidy is requested for, requested subsidy rates and a list of contest documentation certified with a signature of a managing juridical person or an individual entrepreneur, in triplicate;

b) subsidy rates calculation certified by a juridical person manager or an individual entrepreneur manager and with a stamp, in triplicate;

c) for juridical persons – originals and copies of articles of association and also of all the changes and supplements attached to them, certified by a tax authority according to the juridical person’s registration place or notarized, in triplicate;

for individual entrepreneurs – an original and a copy of a passport of Russian citizenship or foreign citizenship, in triplicate;

d) for juridical persons – an original and a copy of the certificate on adding a record about state registration of a pretender to the Unified State juridical person register, certified with a signature of juridical person manager and a stamp, in triplicate;

for individual entrepreneurs – an original and a copy of the certificate on adding a record about state registration of a pretender to the Unified State individual entrepreneur register, certified with a signature of individual entrepreneur and a stamp, in triplicate;

e) for juridical persons – an extraction from the Unified State juridical person register, received no earlier than for a month before a day of making applications, and 2 copies of the above-mentioned extraction, certified with a signature of juridical person manager and a stamp;

for individual entrepreneurs – an extraction from the Unified State juridical person register, received no earlier than for a month before a day of making applications, and 2 copies of the above-mentioned extraction, certified with a signature of individual entrepreneur manager and a stamp;

f) an original and a copy of the certificate on keeping a file on a pretender in the tax authority, certified with a signature of juridical person manager or individual entrepreneur and a stamp, in triplicate;

g) an original and a copy of a license on the activity which is necessary for carrying out the project if licensing of this kind of activity provided by the federal law, certified with a signature of juridical person manager and a stamp, in triplicate;

h) for juridical persons – originals and copies of accounting balance-sheets and profit & loss account of a pretender for three complete last years (if they are), accounting balances and profit & loss accounts for 4 quarters, forgoing the date of application for the competition participation, certified by a tax authority, in triplicate.

To the accounting balance of the last reporting date there are attached decipherings of balance articles, which values are more than 5% of its sum, also decipherings of debit and credit debts, classified according to the terms of debts (up to 30 days, 30-90 days, 90-180 days, more than 360 days), with an indication of the major debtors and creditors (more than 5% of the total debt value) and of the dates of debt appearing.

For juridical persons using simplified system of taxation, accounting and reporting, and for individual entrepreneurs – an original and a copy of extraction from the income and expenditure book of the organization and individual entrepreneurs and also of tax declarations for three complete last financial years (if they are), certified by a tax authority, in triplicate;  

i) for juridical persons – a certificate of no overdue salary debt, certified with the signatures of juridical person manager and chief accountant and a stamp, in triplicate;

for individual entrepreneurs – a certificate of no overdue salary debt, certified with a signature of the individual entrepreneur and a stamp, in triplicate;  

j) tax authority certificate of no overdue debt on tax and other obligatory payments into the budgets of Russian Federation budget system and state non-budget funds, received no earlier than one month before the day of application, an original and two copies certified with a signature of juridical person manager or individual entrepreneur and a stamp; 

k) documents certifying the power of persons who have right to sign application and agreement on receiving subsidy, handing in documentation on contest, in triplicate;

l) innovative project business plan, confirmed by a pretender with documentary substantiation of costs attached, for the moment of handing in an application, in triplicate;

m) a copy of the agreement with technopark project manager, certified with a signature of juridical person manager or individual entrepreneur and a stamp, in triplicate;

n) for juridical persons – a certificate on participants (shareholders) entry list, certified with signatures of juridical person manager and chief accountant and a stamp, in triplicate;

o) a certificate on average staff number for the last year, certified with signatures of juridical person manager (individual entrepreneur) and chief accountant and a stamp.

In addition to the above-mentioned documents for participation in the contest on subsidies rendering with the purpose of compensating costs on paying credit interests received in credit organizations for innovative activity, a pretender submits:

a) an original and a copy of credit agreement, credit paying off schedule and paying interests for using credit, certified by credit organization, in triplicate;

b) subsidy calculation on compensating the part of costs concerning paying interests for using credits, certified by credit organization, in triplicate.

As a documentary evidence of costs a pretender hands in the originals and also hands in three copies, certified with signatures of juridical persons or individual entrepreneur and chief accountant and a stamp, of the following documents:

• as for the costs on labor compensation – order of pretender’s manager on creating a work (creative) group for working on innovative project, salary pay-rolls, payroll journals with employees’ signatures, bank orders with the mark of transferring taxes and contributions to respective funds;

·        as for the costs on getting materials, raw, component parts and technological equipment – supply (production) agreements, specifications, accounts, invoices, consignments, bank orders;

·        as for the costs on labor compensation of associate contractors, services and works of exterior organizations, renting sites and paying off municipal services, preparing industrial facilities, installation and start-up works – agreements on execution of works and rendering of services, specifications, protocol of contract prices, documents on acceptance of works executed, accounts, invoices, consignments, bank orders.

Pretender is responsible for authenticity of the contest documentation presented.
